Pakistan’s Emergency Travel Document (ETD) is valid solely for return travel to Pakistan and cannot be used for journeys to third countries or for long-term stay abroad. In some countries, immigration authorities grant a special exit permission on this document, subject to their local laws and regulations.
Officials said applicants must not have any serious criminal or unresolved immigration cases pending against them, as such circumstances may lead to a delay or outright rejection of the Emergency Travel Document. In certain cases, Pakistani authorities issue the document only after obtaining clearance from the host country’s immigration authorities.
According to the government, the digitalization of the Emergency Travel Document is part of broader efforts to align Pakistan’s passport and travel documentation system with international standards. Authorities maintain that the initiative is aimed at improving efficiency, transparency, and verification mechanisms in consular services.
Consular sources at the Ministry of Foreign Affairs estimate that during 2025 alone, thousands of Pakistani citizens were issued Emergency Travel Documents in various countries. The highest number of cases was reported from Gulf states, particularly Saudi Arabia, the United Arab Emirates, Oman, and Qatar, where expired passports, lost documents, or immigration violations often make immediate return to Pakistan unavoidable.
Pakistani embassies in European countries also face sustained pressure related to the issuance of Emergency Travel Documents. This is especially evident in cases involving undocumented Pakistani nationals who lose legal grounds to stay or are required to return after the rejection of legal appeals, making repatriation mandatory under local immigration laws.
