The Hong Kong Special Administrative Region (SAR) government has broadened its Immigration Facilitation Scheme for Visitors Participating in Short-term Activities in Designated Sectors (STV Scheme), introducing five new sectors and nearly 100 additional authorised organisations. The move aims to streamline access for international professionals invited to participate in short-duration work engagements.
Under the expanded scheme, eligible visitors invited by authorised organisations can take part in approved short-term professional activities for up to 14 days without applying for an employment visa. The STV Scheme, previously covering 12 sectors, has now been extended to 17. The latest additions include Environment, Occupational Safety and Health, Maritime, Think Tanks, and activities hosted or supported by government departments.
The increase in authorised organisations—from around 400 to approximately 490—is expected to help more institutions invite overseas experts for specialised work. These organisations can bring in foreign professionals for meetings, events, research collaborations, or project-based contributions aligned with Hong Kong’s economic priorities. Participants are also allowed to receive payment for their work during this period, provided their involvement does not disturb local labour opportunities.
Officials explained that the scheme is designed to facilitate high-level knowledge exchange and boost Hong Kong’s competitiveness in strategic sectors. By simplifying entry requirements, the government aims to attract global expertise, enhance cooperation with international institutions, and support activities that contribute to the city’s long-term development agenda.
Since its pilot phase in 2022 and full implementation in 2024, the STV Scheme has already facilitated the arrival of more than 38,000 foreign visitors for major global events. These include the Asian Financial Forum, Hong Kong Sevens, and various sectoral conferences, demonstrating the scheme’s growing role in positioning Hong Kong as a hub for international professional engagement.
